Metts promoted Sam Gunter, 48, of Gilbert, to the rank of lieutenant and assigned Gunter to supervise NET. Gunter previously held the rank of sergeant and supervised code enforcement officers, resident deputies and school resource officers in the West Region Patrol District, which is based near Gilbert.
Gunter also previously served as a NET detective, Metts said. On August 19, 1991, Metts appointed Gunter to serve as a deputy.
